Town of Milan Monthly Meeting Minutes, August 12, 2019

Meeting called to order by President Floyd Fox, on Monday August 12, 2019 at 6:30 pm. All members present. All Present joined in giving the pledge of Allegiance.

Floyd introduced the newest Council member, Andrew Olman. Floyd and Police Chief Phillip Wilson recognized retired Reserved Officer Daniel Baker. He retired after 20 yrs of service.

Minutes of all July meetings were presented to Council. Deb Shumate made motion to approve as written, Andrew seconded. All ayes. Minutes approved.

Claims/Financials/Payroll: After review of the claims presented, motion to accept and pay claims made by Debby, seconded by Andrew. All ayes. Motion carried.

Town Manager's Report: Same presented by John Ingram, Town Manager.

Town Marshall's Report: Same presented by Phillip Wilson, Town Marshal.

Milan Park Board Report: Same presented by Joyce Call.

Concerns/Comments from the public:

Gerry Driggers asked to have hole by fire hydrant fixed. John said he will have to get in touch with builder. Deb Shumate asked him if he could look at it. He said he would and get it filled in. Ms. Driggers also expressed that there are properties that need cleaned up and mowed.

Eric Roberts stated that the two lots next to the car wash need mowed. John said he would look into it.

Rita Ester stated she has been trying for two years to get hole at her property fixed.

Old/Continuing Business:

Income Survey: John has 28 names so far and is expecting call backs on some who have been contacted.

New Business:

Milan Lions Club gave a report on various projects they have done for the town and extended their support for the future.

Solicitation request presented were approved and fees waived by a motion from Debby Shumate and a second by Andrew Olman.

Sanitation rate increase was discussed. Due to the increase of the accepted contract, a rate increase is needed. One garbage can will be $16.00 and any additional ones will be $3.00. Attorney Fledderman will present an Ordinance at the next meeting.

Floyd Fox gave an update on the treatment of Duckweed on the Milan pond. Debby made motion to proceed with treatment and Andrew seconded. All ayes. Payment for treatment will come from Riverboat Fund.

Misc. Business:

Doug Price gave the Council an update on the price of generators for lift stations and plant. Floyd stated at this time any purchase would have to be from a grant. Floyd said he would contact Osgood and ask about information they may have on grants available.
