Town of Milan Monthly Meeting Minutes, January 9, 2017

Meeting called to order by Noel Houze, Council President, on Monday January 9,2017 at 6:30 p.m. All present joined in giving the Pledge of Allegiance.

Minutes of DECEMBER 12, 2016 were presented. There being no corrections, Don Cail made a motion to accept with Melissa Baker seconding. All ayes. Motion carried.

Claims/Financials: After review, motion to accept and pay claims was made by Don Call with Melissa Baker seconding. All ayes. Motion carried.

Town Manager's Report: Report given.

Town Marshall's Report: Presented by Phillip Wilson.

Milan Park Board Report: Don Call reported that the signs for the Dog Park have been ordered. John Ingram reported that work had begun on repairs to various buildings.

Concerns/Comments from the public:

Anita Pitts gave a presentation on the proposed Christmas Decoration that the Lions Club will be ordering. She asked for the Town's help with the cost in the amount of $3200.00. Don Call asked when the money would be needed and she told him to place order it would have to be by next month. He also, stated that he knew of some possible help with cost that may be available. Melissa Baker made a motion to help with cost with Don Call seconding. All ayes.

Old Business:

Claim Voucher for Dam Project signed by Board.

Milan Rescue-Lynn Fledderman presented to Board a Facilities Transfer Agreement for their signatures. The County is wanting confirmation that the Town is still willing to help with Rescue 30 cost. Don Call made a motion to accept with Melissa Baker seconding. All Ayes.

New Business:

Dennis Mckittrick presented to the Board a proposed new construction on Lakeview Dr. This construction would require rezoning. The Ripley County Area Plan Commission had previously submitted a favorable vote on this project and a Zoning Ordinance was presented to the Board for signatures. After discussing the proposed project, Drew Ol!man, voiced his concerns. His property adjoins the proposed new construction. Don Call made a motion to proceed and approve with Melissa Baker seconding. All ayes. Ordinance 17-01-09-01 was signed by all Board members.

Road block requests presented to Board. Cierk instructed to contact organizations and inform them that a $50.00 vest deposit must accompany request and they will address at next meeting.

Noel Houze instructed the Town Clerk to set up a Special Meeting for Thursday 1/12/17 at 4:00 to open sealed bids for water project on Franklin St.

Misc. Business:

Citizen asked how the new gas station was coming along that is moving into the old Plaza location. John Ingram informed them that the closing was on the 4th of January and that demolition to the existing building will begin probably within the next couple weeks.
