Town of Milan Monthly Meeting Minutes, August 14, 2017

Meeting called to order by Noel Houze, council President, on Monday August 14, 2017 at 6:30pm. All Present joined in giving the pledge of Allegiance.

Minutes of July 10, 2017 were presented. Melissa Baker made a motion to accept. Don Call seconded. All ayes.

Claims[Financials: After review of the bills presented, motion to accept and pay claims made by Don Call, seconded by Melissa Baker. All Ayes. Motion carried.

Town Manager's Report: Same presented by John Ingram, Town Manager.

Town Marshall's Report: Same presented by Phillip Wilson.

Milan Park Board Report: Same presented by Susan Houze.

Concerns/Comments from the public:

John Dobson expressed concern about the vegetation on the Milan lake and questioned if the Town is going to address the problem. He stated that he felt the pond was in danger of turning over. Don Call informed him that he had talked to various people about this problem. Anything used to kill the vegetation would result in damage to the Golf course greens, since they own h of the lake and use it to water the grass. As of right now there aren't any plans to proceed with any type of vegetation kill.

Mr. Dobson, also, had question concerning golf cart use in Town. Mainly, safety issues and how to be in compliance. Numerous citizens joined in the discussion, they wanted to have information on the new Ordinance effecting the side by side usage in Town. After much discussion, Melissa Baker informed them that at the last meeting it was decided that a committee would be formed and both Council and the committee would meet. No contact has been made by the citizens asked to form a committee.

Numerous citizens expressed their dislike of the new Ordinance being considered on rental properties.

Leroy Johnson asked about two properties in Town (one on Franklin and a trailer on Main).

John Ingram said he had been trying to find out who exactly owns the property on Franklin. The trailer on Main St would fall under the new Rental Ordinance being considered.

Rita Ester asked if the Town could put some gravel around a storm sewer by her property.

Side by Side issue was brought up again. A citizen wanted confirmation that the new Ordinance was in effect. Noel Houze informed him that as of 7/22/17, they were no longer permitted in Town. He also informed the crowd that this is not a dead issue and the Council would be more than willing to address it further.

Old Business:

Second reading of Ordinance 7-10-17-1 (Rental Inspection). Melissa Baker made a motion to accept with Don Cali seconding. Ail ayes. Motion passed.

Second reading of Ordinance 7-10-17-3 (Real estate health nuisances). Melissa Baker made a motion to accept with Don Call seconding. All ayes. Motion passed.

Water Tower painting bids presented to Council. Don Call made a motion to go with Leary Construction to paint the elevated tower. Melissa Baker seconded. All ayes. Motion passed. Payment for work to come from water.

Standing pipe tower by Kelly's-Don Call made motion to delay painting until later date after discussion with John Ingram. John stated that at this time he did not know of any problems with the tower. Melissa Baker seconded the motion. All ayes.

New Business:

Application for Solicitation (Spotlight Boosters) presented. Request being made for 9/16/17, with hours being 9-12. Melissa Baker made motion to accept and waive fees with Don Call seconding. All ayes.

Miscellaneous Business:

Noel Houze suggested funding for Safe Passage be approved again. Melissa Baker made motion to approve. Don Call seconded. All ayes.
