On Monday, 4/15/2024 the Town Council meeting was called to order by Deb Shumate, Town Council President. Mark Marsee, Council Member was present and Drew Olman, Council Member was not present. All present joined in giving the Pledge of Allegiance.
Meeting Minutes: After reviewing the minutes, from the March I l, 2024 regular meeting, a motion was made by Mark Marsee to approve the minutes. Deb Shumate seconded that motion. The motion was put to a vote and the motion carried.
Claims/Financials/Payroll: After review of the claims and payroll from March 11 — April 15, a motion was made by Mark Marsee to approve the claims & payroll. Deb Shumate seconded that motion. The motion was put to a vote and the motion carried.
Town Manager Report: Report for April was submitted and presented by Doug Price.
Town Marshall Report: Report for April was submitted by Phillip Wilson, Town Marshall.
Milan Park Board Report: Report for April was submitted.
Old/Continuing Business:
Meter Re-Read Fee: Tabled from the 2/12/24 meeting. There was no action taken on this subject.
Public Hearing and First Reading of After-Hours Call-In Fee Ordinance: Ordinance 05132024-1 : Deb Shumate read the ordinance. The floor was opened up to the public for questions and comments. Janey Ingram asked for clarification on the amount being charged. There were no other questions from the public. The second reading with take place on May 13, 2024 during the next regular meeting.
New Business:
Maguire Iron, Inc Invoice for $140,500 (Excavation / Concrete footing & Foundation / Tank Mobilization / Demolition & Removal of Existing Standpipe): A motion was made by Mark Marsee to approve the invoice. Deb Shumate seconded that motion. The motion was put to a vote and the motion carried.
Amendment to Salary Ordinance 02122024 (Pay Increase for Sydney Jones Ordinance): Ordinance 04152024-01. After reviewing, a motion was made by Mark Marsee to approve the amended ordinance. Deb Shumate seconded that motion. The motion was put to a vote and the motion carried.
Resolution 04152024-2 for Account Write-Offs: After reviewing, a motion was made by Mark Marsee to approve the resolution. Deb Shumate seconded that motion. The motion was put to a vote and the motion carried.
Adoption of Code of Ordinance Supplement Ordinance 041522024-3: After reviewing, a motion was made by Mark Marsee to approve the ordinance. Deb Shumate seconded that motion. The motion was put to a vote and the motion carried.
Durango Purchase with Upfitting Cost: After reviewing the estimates, a motion was made by Mark Marsee to approve the purchase of the 2024 Dodge Durango and the upfitting cost. Deb Shumate seconded that motion. The motion was put to a vote and the motion carried. An additional appropriation for the purchase and upfitting will be advertised and submitted to the DLGF for a total of $46,000. A public hearing will take place on May 13th, 2024 during the next meeting.
2024 Milan Clean Up Days: Deb Shumate announced that April 26th — May 4th will be the 2024 Milan Clean Up Days.
Town Employee Monthly Schedule/Time Off: Deb Shumate asked the town employees to turn in a schedule and when they will be off.
Town Hall Awning Information: Deb Shumate will be getting estimates to replace the awning at the Town Hall.
Color of Globes for Streetlights: Deb Shumate presented a color of the globes, which are to look like basketballs. A motion was made by Mark Marsee to approve the color. Deb Shumate seconded that motion. The motion was put to a vote and the motion carried.

Birgit Hawkins (water bill) did not show up.
Solicitation Approval for Road Block (Sons of American Legion Post 235, 8/31/2024) 4/6/24: A motion was made by Mark Marsee to approve. Deb Shumate seconded that motion. The motion was put to a vote and the motion carried.
There were no other comments from the public.
As there was no further business to be conducted by the Town Council, Mark Marsee made a motion to adjourn and Deb Shumate seconded that motion. The motion was put to a vote and the motion carried. The next regular meeting of the Town Council is scheduled to be held May 13, 2024 at 6:30 pm.
