Town of Milan Monthly Meeting Minutes, September 13, 2021

Meeting called to order by Deborah Shumate, Council President, on Monday, Sept. 13, 2021 at 6:30pm. All members of Council present. All Present joined in giving the pledge of Allegiance.

First order of business was the public hearing on the 2022 budget.

Minutes of August 2021 meetings were presented. There being no correction to said minutes, Mark Marsee made motion to approve, Debbie seconded. All ayes.

Claims/Financials: After review Of the claims/payroll presented, motion to accept and pay claims made by Drew Olman, seconded by Mark Marse. All Ayes. Motion carried

Town Report: Same presented by Doug Price.

Town Marshall's Report: Same presented by Phillip Wilson, Town Officer.

Milan Park Board Report: No report.

Concerns/Comments from the public:

Ag Tech presented to Council their idea for adding a coffee shop to the existing business on Warpath Dr. They inquired about the needed permits from the town. They were informed that the town does not issue any building permits/inspections, that it is all handled through the county. They are looking to hire maybe 4 additional employees.

Sally Gosmeyer asked about when the rest of the streets would be repaired? She was inquiring about South Main, as there is a large hole there. Doug said they are working on a water leak at this location and it would be fixed as soon as possible.

Old Business:

Curry and Assoc. gave an update on the OCRA grant. Melissa Teer asked for clarification on goals and project steps.

Unsafe building/properties: discussion was about moving forward with sending notices. Mark made motion to proceed on three properties, Drew seconded. Properties served are 107 Clark st., 301 N Main and 701 wood ST.

Payment to Globe: Payment will be made when all work is completed. Motion made by Mark, seconded by Drew. All ayes. Clerk-Treasurer is instructed to make final payment once Doug Price informs her all work is complete.

New Business:

Jane Vinup presented to council the idea of "Painting the Town Pink" for breast cancer awareness. She asked council if they would support this by donating prize money for the best decorated business. This would be $175.00 total. Mark made motion to approve and pay out of River Boat fund, Drew seconded. All ayes.

Solicitation request for Spotlight Dance Boosters was approved and fees waived by a motion from Drew and a second from Mark. All ayes.

Property at 401 Josephine was discussed. There is a large tree that hit the house during the tornado causing damage. Doug and Derek will cut limbs that are in the roadway and a letter will be sent to homeowners to clean up property.

Miscellaneous Business: Sally Gosmeyer stated that the old grocery store sign is still not removed. There is a new property owner at this address and they will have to be informed.

Mark would like to set a date and time for Halloween. Council will set date for 10/31/21 and hours 3-6 by a motion from Mark and a second from Drew. All ayes.

Mark moves to adjourn meeting and Drew Seconds. Meeting adjourned


Special meeting was held 9/30/21 to vote on last payment to Globe Paving. Council members present were Deborah Shumate and Mark Marsee. Mark made motion to pay remaining balance from MVH restricted and Edit. Debbie seconded the motion. All ayes. Mark made motion to adjourn, Debbie seconded.


Executive meeting was held 9/30/21 to discuss financial issues. Council members present were Deborah Shumate and Mark Marsee.
